The Tanzania National Roads Agency (TANROADS) was established on 1st July, 2000 by an order published in the Government Gazette, Notice No. 293 of 2000 under Section 3(1) of the Executive Agencies Act No. 30 of 1997, with the expectation of witnessing a significant improvement in road maintenance and development with respect to quality, efficiency and cost-effectiveness. The Agency is responsible for the management of 37,435 Km of roads made up of 12,527 Km of trunk roads and 23,939 Km of regional roads according to the Roads Act No. 13 of 2007 and subsequent reclassification up to June 2015.
El Niño / Adverse Weather Preparedness
TANROADS has issued a Guidance Note to all Regional Managers on preparedness and emergency response for the El Niño and adverse weather events expected from October 2026. The approach shifts from reactive repairs to risk-based preparedness, protecting road users, bridges, culverts and other critical road infrastructure.
- Identify and map high-risk locations in a GIS-based risk register, with a "Top 20" priority list.
- Inspect vulnerable bridges and culverts before October 2026.
- Clear culverts, drains and bridge waterways before the heavy rains begin.
- Pre-position emergency materials, equipment and contractors for rapid deployment.
- Conduct at least one emergency simulation exercise in every Region.
- Close unsafe roads, bridges and culverts until engineers confirm they are safe to reopen.
Preparedness before rainfall, control during emergency, and resilient restoration after damage.
